Right to a laptop —

A UK charity wants laptops to become a right.

Call for laptops for all pupils

A leading charity has called on the government to provide laptop computers for every UK schoolchild by 2010. Citizens Online, which campaigns for equality in the use of information technology, has issued a series of challenges for the government.

Lack of access to computers is identified as one of the main reasons half the population is still offline. Giving children access to laptops for schoolwork is seen as a key priority by the charity.

This is great. What happens when these government-provided computers break, are damaged, are stolen? What about Internet access? Are the government planning to provide that for `free' as well?
