Now comes His Majesty The Emperor, SIDNEY IV, with his Court of Lords assembled, to proclaim as follows. WHEREAS the Government of His Majesty possesses large amounts of duly and lawfully gathered information, and WHEREAS it is in the interest of His Majesty to convey said information to his subjects as well as foreign citizens, and WHEREAS for said conveyance to be effective, the form and manner of presentation is of the utmost importance, Emperor SIDNEY IV hereby proclaims and enacts the INFORMATION MODERNISATION ACT 2004 for publication in Chapter 1 of the Royal Code of Laws. Let it be recorded: Section 1. Citation. This Act shall be cited as 1 RCLP or as the Information Modernisation Act 2004. Section 2. Information of His Majesty's Government. `Information' shall be all information gathered and required by the Government in order to more properly rule, maintain, and educate His Majesty's subjects and foreign citizens in all affairs of The Empire. Section 3. Standards of Publication. (1) All Information published by agents of the Government shall be in a form befitting the purpose of publication and of the grace of His Majesty. (2) Information published on the public Internet shall comply with the present web standards (or at the publisher's option, later versions thereof), specifically: (a) XHTML 1.1, (b) CSS 2, and (c) WAI-AAA WCAG 1.0. Section 4. Enactment. This Act shall take effect immediately. Upon this duly recorded Act now read before my Court of Lords, I set my hand thereto and order that the Royal Seal be affixed thereupon.
