ON HIS MAJESTY'S SERVICE

I, SIDNEY IV, of Champaign and of my other Realms and Dominions beyond
the Seas Emperor, descendent of King Alfred the Great, Supreme Leader of
my people, do hereby announce and declare my intent to expand my empire
to Minneapolis, Minnesota.

I have much enjoyed the seven years during which I have resided in and
ruled from my multitude of estates in Champaign, but the time has come
to acede to a new seat. There are great, unexploited riches in the
lands of Minneapolis, and my empire's Privy Purse is in due need of
expansion. Also, the right trusty and right entirely beloved

            HER GRACE THE DUCHESS DIETRICH

now resides in Minneapolis. Her Ladyship, born Sara Dietrich, created
a Duchess of my empire in her own right, affects me greatly, and I am
very desirous to be nearer to her.

I have been in contact these prior weeks with a most noble firm of
those lands, one company by the name of Telsasoft, which sells monitoring
software for radiotelephone networks, and which has expressed to me a need
for the great kind of technical assistance which only I can provide. I
intend to grant them this assistance, and I have agreed to develop the
backend of their next generation of software.

I have directed the Manager of my Royal Household to begin the process
of moving my estate in Champaign to Minneapolis, and such preparations
are underway and proceeding apace.

My subjects in Champaign should not feel troubled by my departure from
these wonderful lands. I have directed my Court of Lords to install a new
governor to rule in my stead, the right trusty and right entirely beloved

known to some as Gregory Koenig, with my northern lands ruled by his
assistants

            THE RIGHT HONOURABLE EARL AND COUNTESS KUESTER

and I have complete confidence that Their Lordships will rule in the
manner in which I should desire to rule these lands myself if only I
were here to rule them.
